The District makes no representations, express or implied, that the Applicant, if successful, will be able to obtain the necessary permits, approvals and authorizations from any governmental land use agency necessary before the Applicant can utilize the water utility service made available through a Certificate of Availability.
4. The District's receipt of this application creates no contractual relationship between the District and the Applicant, and the receipt of this application does not imply or guaranty that the District will issue a Certificate of Water Availability. The District reserves the right to discontinue accepting applications at any time without prior notice for any reason.
